The mutation rate is the probability of mutation; it can have any value in the range from 0 to 1, though the most common values are in the range 0.001-0.01.  Traditionally, the mutation rate is formulated as the mutation probability per gene (bit, token).  The overall rate of mutation of the population is obviously higher when there are more chromosomes.
